We are working tirelessly to meet with as many constituents and community groups as possible in order to learn about your concerns and priorities first-hand. Legislative Session Update
The recent legislative session brought forth critical discussions and outcomes impacting Orange County’s priorities and initiatives. At the 26 March BCC Meeting, the Office of Legislative Affairs presented a comprehensive overview of the legislative activity in Tallahassee, including the tracking of 494 bills aligned with the county’s priorities. Among these, notable discussions included the Tourism Impact Tax Package amendment (which unfortunately failed), support for Community Partners’ initiatives, and opposition to legislation affecting TDT funding. Of particular focus was the “Missing Middle” issue, addressed through SB 328, also known as the “Glitch Bill,” which modified the Live Local Act. engaged in discussions regarding SB 1420 Amendment and its potential impact on citizen-led commissions, emphasizing the need for clarity and differentiation in the legislative language regarding our Charter Review Commission. Additionally, concerns were raised about the impact of SB 328 on AirBnBs in Orange County, highlighting the complexities and ongoing efforts to navigate legislative changes while ensuring balanced regulations for vacation rentals.

Update on Transportation Sales Tax Initiative
During the recent Board of County Commissioner meeting on 26 March, we delved into the Transportation Sales Tax Initiative, focusing on re-engaging the community, updated project cost estimates, and legal approvals. I raised pertinent questions about fiscal feasibility policies pre-2012, highlighting their importance in assessing the financial viability of development projects. I also inquired about the delayed fiscal sustainability analysis tool (FSAT) and explored alternatives so that the county does not continue to increase its transportation budget deficit as we continue to approve new developments. My concerns centered around ensuring that projects are financially feasible, optimizing peak-hour policies, and addressing the oversight of the FSAT’s development, emphasizing the need for thorough financial assessments before project approvals. These discussions reflect our ongoing efforts to ensure responsible and sustainable development practices in Orange County before we ask our residents to pay contribute to another tax.

Tenant to Owner: Navigating Renting and Buying
I am thrilled to share the success of our recent event, “Tenant to Owner: Navigating Renting & Buying,” held on March 28, 2024, at Goldenrod Recreation Center. With expert speakers from the Legal Aid Society of Orlando and Habitat for Humanity Greater Orlando and Osceola County, the event provided invaluable insights into renters’ rights and first-time homebuyer success. I am happy to have had approximately 30 constituents in attendance, engaging in discussions and gaining knowledge about lease agreements, tenant issues, homeownership programs, and more. Thank you to everyone who participated, making this event a significant accomplishment in empowering our community with essential housing information and resources. This week, our office successfully addressed a safety issue raised by a resident in our beautiful Winter Park area. Theresa reported a dangerous hole on the northeast corner of Ohio St and Karolina Ave, resulting from fiber optic cable laying by Quantum/Century Link. Initially, the county deemed it outside their responsibility, prompting Theresa to seek assistance from our office and the city. Our office intervened, contacting Century Link and Orange County 311. Public Works responded promptly, placing barricades and working with utilities to resolve the issue, ensuring public safety. Our constituent expressed gratitude for our assistance in getting the problem addressed. As always, our office is happy to help find a resolution for all safety issues in your neighborhood.

District 5 Youth Advisory Council

We recently hosted an exciting event as part of our youth in government initiative, the District 5 Youth Advisory Board! High school students had the opportunity to engage in volunteerism, participate in engaging discussions on critical local legislative topics, and gain hands-on experience under the mentorship of Commissioner Emily Bonilla. At our latest event, we were honored to have Rep. Anna Eskamani join us for an insightful conversation on Florida laws related to public school education. We invite all high school students to join us for our next event and be part of this incredible initiative!

Transportation Sales Tax Community Meeting

Yesterday, our office and the mayor led a community meeting on the Transportation Sales Tax initiative. We discussed transportation needs and the tax’s potential impacts on the community. We made notes on all of your invaluable feedback, but you still have a chance to submit your thoughts by completing this survey: bit.ly/3PPMEWW. Demolition Day Ceremony at Goodwill Industries of Central Florida

I had the honor of attending the Demolition Day ceremony hosted by Goodwill Industries Central Florida. The event celebrated the commencement of renovations on Goodwill’s flagship retail store and administrative building on Orange Blossom Trail, kicking off a two-year construction project aimed at improving employee workspace and enhancing the customer experience. Goodwill Industries Central Florida has long been a pillar of the Orlando community, actively fulfilling its mission of “Building Lives That Work” since 1959.

Visit Orlando District 5 Town Hall

District 5 Town Hall organized by Visit Orlando and MMGY Next Factor. Visit Orlando is developing a 10-Year Destination Tourism Master Plan. Your input is crucial to the process. Please join us at the District 5 town hall on Wednesday, April 17, 2024 from 6-8 PM at the Florida Technical College.

Visit Orlando and MMGY Next Factor are actively developing a Destination Tourism Master Plan with the aim of shaping a comprehensive roadmap and 10-year vision for fostering visitor-driven economic growth and development in Orange County. A pivotal aspect of this initiative lies in the valuable insights we can gather from our stakeholders and residents.

Torchbearer: a person who leads or inspires others in working toward a valued goal

Regina Melecio and Liz Alicea-Madera are true torchbearers in District 5, inspiring and leading others toward the goal of homeownership and community empowerment. As the Director of Counseling of Programs and Vice President of Programs, respectively, at Habitat for Humanity Greater Orlando, they have dedicated themselves to making a positive impact on their community.

Their recent contribution to the Tenant to Owner event exemplifies their commitment to helping renters navigate the path to becoming homeowners in Orange County. During the event, Regina and Liz delivered an engaging and educational presentation, offering valuable tips on how renters can transition into homeownership. They provided insights on applying for down payment assistance programs and even went the extra mile by offering a free 8-hour homebuyer training course.

Through their efforts, Regina and Liz not only provided practical guidance but also instilled hope and confidence in individuals dreaming of owning their own homes. Their passion for community empowerment and their willingness to go above and beyond to support others make them worthy nominees for this week’s District 5 torchbearers.

In The News


  • Controversial Disney affordable housing project moves forward, startling opponents“: At one point, Commissioner Emily Bonilla, District 5, asked city staff to define where the boundaries of Horizon West were, to which a staff member replied that the boundary included any adjacent land that adopted a village plan. Wilson and Bonilla peppered county staff and the applicants with questions seeking more information about the impact studies that were done on the project, with Wilson making a motion to delay the vote. During discussion of how long the county would be able to postpone the vote, Demings made his motion to transmit. Wilson and Bonilla voted against the measure. 
  • Disney affordable housing project gains backing of Orange County board“: Commissioner Nicole Wilson, whose west Orange district includes Disney parks and fast-growing Horizon West, cast a “no” vote on Disney Imagineering’s request for “transmittal.” Commissioner Emily Bonilla also voted no.
  • Despite protests, Disney’s affordable housing project passes Orange County Board“: District 5 Commissioner Emily Bonilla was the other dissenting vote. She asked for a motion to postpone to allow Disney to come up with more information regarding what she called a wrongful attempt to change the rules and boundaries of Horizon West to fit the project needs. “I don’t think staff should be recommending approval for a process in that way. I’m not saying that we should or shouldn’t approve it; I’m saying they’re trying to change the boundary so that it can be part of the properties that they can land-use,” Bonilla said. “They change the rules and say, ‘Well, now it’s compliant to the rules because we changed it to make it compliant,’ and that just doesn’t make any logical sense.”
  • County commissioners move Disney affordable housing project forward“: Commissioner Nicole Wilson, who leads District 1, where the project is being proposed, and Commissioner Emily Bonilla voted “no” on Disney Imagineering’s request. Both commissioners asked for a delay on the vote so more information can be gathered. 
  • Orange County to pay onePulse property taxes“: District 5 Commissioner Emily Bonilla introduced Tuesday’s motion to pay the outstanding taxes before a termination agreement is approved. District 6 Commissioner Michael Scott seconded the motion. Next, county staff plan to present commissioners with the termination agreement at the April 23 board meeting, per the memo.
  • Orange County leaders to review plan to increase sales tax for transportation projects“: Commissioner Michael Scott supports the tax for improved bus service, while Commissioner Emily Bonilla wants more focus on mass transit and feels developers should contribute more.
  • Sustanee developers sue to build 1,800-home project in rural east Orange“: Filed by lawyers Brent Spain and David Theriaque, the lawsuit alleged Commissioner Emily Bonilla’s final-hour oration against the project “introduced incorrect or incomplete information” that developers were not permitted to rebut. Bonilla did not immediately reply to a request for comment. The County is not discussing pending litigation, spokesperson Kelly Finkelstein said Friday.
