I am honored to serve the people of Orange County District 5. From College Park to Christmas, our office is here to represent your interests. We are working tirelessly to meet with as many constituents and community groups as possible in order to learn about your concerns and priorities first-hand. We encourage you to stay informed and voice your opinions as we move forward to improve the quality of life in our district.

Film Incentive Working Group Created
In the May 7th BCC meeting, I discussed the importance of creating a film incentive program for Orange County, and the BCC agreed to create a working group to study the possibility. In 2016, the Florida legislature ended the state film incentive program, which has led to a missed estimated $1.5 billion in tax revenue. Since then, counties have begun to adopt their own incentive programs, and now Orange County’s plan is in the beginning stages.

As the county continues its work for the new Comprehensive Plan, on 5/21 the BCC voted to temporarily suspend the processing of certain
Comprehensive Plan Text and Map Amendments, Rezonings, and Special
Exceptions to allow County Staff time to thoroughly review, study, and
prepare Amendments to the Orange County Comprehensive Plan (“Vision
2050″) and the Orange County Land Development Code (“Orange Code”).

Rural Boundary Charter Amendment Update
The BCC has moved the work session discussion of the Rural Boundary Charter Amendment to the June 4th BCC meeting. The Rural Boundary Charter Amendment would place limits on development in certain areas and require a majority plus 1 vote to make any changes to that land.

Split Oak Update
On 5/01 I spoke at the Florida Fish and Wildlife Conservation Commission’s meeting to honor the public’s vote to support the forest. However, the FWC voted 6-1 to move forward with the land swap plan between the FWC, Osceola County, and the Central Florida Expressway Authority. This exchanges 60 acres of Split Oak Forest for 1,550 acres of conservation land.

Community Action Month

May is Community Action Month, and the Orange County Community Action Division has no shortage of programs to assist low-income families who want to achieve economic stability. One program is the Senior Climate Efficiency Program, which provides low-income seniors (60+) with air conditioner replacement, service or system upgrades. A great evening of celebration and reflection at the Greater Haitian American Chamber of Commerce Flag Day. The Dr. Phillips Center for the Performing Arts 2024 community giveback featured Broadway’s Aladdin. Over 400 guests and local students attended the event for free!

I am thrilled to have attended the “Celebrate the Children 80 Years Gala” hosted by Boys & Girls Clubs of Central Florida. This 1980s-themed event marks 80 years of dedicated outreach to break the cycle of poverty.

Could public money make Orlando ‘Hollywood East?’ (orlandosentinel.com): “They didn’t walk a red carpet, but a roster of aspiring actors, directors and stage hands gave cinematic speeches to Orange County commissioners Tuesday, urging the board to resurrect a dormant film incentive program with hopes of turning Orlando into “Hollywood East.”…Bonilla, who formerly worked at Full Sail University, said an incentive program would offer the county an opportunity to collaborate with Visit Orlando, the destination marketing organization which received more than $100 million in tourist-tax funding last year.”

Commissioners approved the temporary suspension on Tuesday. It stops Orange County from processing new applications for development projects that would require changes to current zoning maps or plans. It does not impact applications already submitted before Tuesday. The ordinance pauses development applications so that county staff can work on finalizing Vision 2050 which is the long-term plan to manage the county’s growth. Orange County Commissioner Emily Bonilla joins Engage to discuss the temporary suspension and the 2050 overhaul underway.
  • Orange County wants to lure filmmakers to Orlando with new incentives (finance.yahoo.com): “Orange County Commissioner Emily Bonilla, a proponent of the initiative and a former film school student herself, emphasized the economic potential of reinstating film incentives. She estimated a loss of approximately $1.5 billion in tax revenue due to the absence of such programs. “There are film incentives in different states, there are also film incentives in different counties, and they don’t come to Orange County because we don’t have that,” Bonilla lamented.”
  • Orange County Sheriff’s Office lobbied the Legislature for new way to crack down on nightclubs — and won (orlandoweekly.com): “Last week, the Orange County board of commissioners approved an update to county law, adding the unlawful sale of alcohol on two or more occasions within a 12-month period to the county’s definition of what constitutes a “public nuisance.” Four commissioners — Emily Bonilla, Mayra Uribe, Christine Moore and Maribel Gomez Cordero — voted with Demings to approve them. Commissioners Mike Scott and Nicole Wilson were absent for the vote.”
  • East Orange County residents celebrate after commissioners ‘preserve’ rural land (wftv.com): On Tuesday, Orange County’s Board of Commissioners granted another victory to neighbors opposed to development in the North Lake Pickett area of Orange County. Commissioner Emily Bonilla lives near Lake Pickett, and introduced the amendment to Orange County’s Vision 2050 plan. “It has never had the high-density approval on it and this is making sure we don’t give it to them unintentionally,” said Bonilla.”
