BCC Meeting Agenda

ATTENTION: TEMPORARY PUBLIC COMMENT PROCEDURES IN LIGHT OF COVID-19

In an effort to comply with CDC Social Distancing Guidelines and keep our citizens safe, the Orange County Board of County Commissioners (BCC) will conduct meetings virtually until further notice. Orange County remains committed, however, to providing alternative platforms for the citizens to have the opportunity to submit their public comment.

Please email your comment to Public.Comment@OCFL.net before 5 PM the day before the BCC meeting. Please include your name, address, phone number and the topic of your public comment in the email. At the beginning of public comment period, Orange County staff will read your submission and add it to the public record. Please note emails that extend beyond the set time limit will not be read in their entirety. The citizen’s entire email however will be entered into the public record.

Citizens interested in participating in the “Public Comment” portion of the BCC meeting in person may do so in a virtual setting on the first floor of the County Administration Building. Social distancing guidelines will be in place to facilitate this option. Citizens who choose this option are encouraged to pre-register for public comment by completing a Board Appearance Request Form before 5 PM the day before the BCC meeting.

Please note that the time allocated to each individual for public comment (via email or in person) shall be at the sole discretion of the Mayor and may be reduced from the normal 3 minutes based on the number of speakers.

We will start by discussing my proposal to add the Ordinance making policy in writing. The Mayor will also cover some of his initiative on the Transportation Sales Tax.

Consent Agenda

  • 20-515 Approval and execution of Agreement between Orange County, Florida and Orange County Fire Fighters Association I.A.F.F., Local 2057 (B-Unit) Fiscal Years 2018-19 through 2020-21. 
  • 20-524 Approval to award Invitation for Bids Y20-197-AV, Right-of-Way Mowing – Bithlo Area Section I, to the low responsive and responsible bidder, Lawnwalker Services, Inc. The estimated contract award amount is $303,350 for the base year. 
  • 20-525 Approval to award Invitation for Bids Y20-1006-AV, Right-of-Way Mowing – Bithlo Area Section III, to the low responsive responsible M/WBE compliant bidder, Groundtek of Central Florida, LLC. The estimated contract award amount is $393,144 for the base year. 
  • 20-528 Approval of Contract Y20-1041, Youth Mental Health Management Network Pilot, with Embrace Families Solutions, Inc., in the contract award amount of $331,851.77 for a one-year term.
  • 20-529 Approval to award Human Services Contracts for Children’s Services, Y20-2000 Series for Fiscal Year 2019-2020, in the total contract award amount of $600,000 for a one-year term.
  • 20-531 Approval of Amendment No. 1, Contract Y20-2006, Human Services for Children and Families, with Aspire Health Partners, Inc., in the amount of $200,000, for a revised total contract amount of $1,150,000.
  • 20-532 Approval of Amendment No. 1, Contract Y20-2017, Human Services for Children and Families, with Early Learning Coalition of Orange County, Inc., in the amount of $200,000, for a revised total contract amount of $500,000.
  • 20-533 Approval of Amendment No. 1, Contract Y20-2046, Human Services for Children and Families, with Volunteers for Community Impact, Inc., in the amount of $150,000, for a revised total contract amount of $384,354. 
  • 20-543 Approval of Orange County Transportation Plan in accordance with Florida Statute 394, Florida Mental Health Act Florida Statute 397, Hal S. Marchman Alcohol and Other Drug Services Act Five-Year 2020-2025 to allow law enforcement to bypass the nearest Baker Act Receiving Facility and take individuals with mental health and/or substance use disorders to the Central Receiving Center at 1800 Mercy Drive, Orlando, Florida with reevaluations of the plan as needed per Florida Statute. 
  • 20-545 Approval of changes to the Business Assistance for Neighborhood Corridors (BANC) Program and authorization for staff to implement the BANC Program in designated corridors. Districts 2, 3, 4, 5, and 6.
