December 17, 2019, BCC Meeting

BCC Meeting Agenda

See the e-agenda of the next Board of County Commissioner’s (BCC) Meeting. The e-agenda for each BCC meeting is usually available online on the Thursday before the meeting.

As always, we do have time before the meeting starts for Public Comment and for Public Hearings there is also an opportunity to speak. Please arrive at 8:30 AM to sign up to talk before the morning session. The meeting takes place at 201 South Rosalind Ave., Orlando, FL 32801.

This meeting will start at 9 AM for the morning session and 2 PM for the afternoon session.

Below is a summary of upcoming agenda items pertaining to District 5 and/or County-wide. Click on the numbered links to be sent to the Comptroller’s website for more information on the item, along with attachments and additional documentation.

The morning will begin with our annual Christmas caroling by the Great Oaks Village children. I look forward to this every year!

The Consent Agenda contains appointments and funding for children’s services. There is also a conveyance of drain wells along Lake Killarney to the city of Winter Park.

As for work sessions, there will be one on accepting the Housing for All 10-year action plan. I have reviewed the plan and feel that it is a great start, but we still have a way to go. We really need to think about not only investing funds into affordable housing but also how we can create a county dedicated funding source for affordable housing.

We will have a couple of discussions. One is for choosing the next Vice-Mayor and the other is to discuss whether Orange County will support CFX’s recently approved plan to allow a toll road to run through Split Oak Forest. The toll road will serve future Tavistock owned residential and commercial developments on land purchased from Deseret Ranch in eastern Osceola County. Split Oak Forest is conservation land that was purchased by Orange and Osceola Counties and is located across each county. The forest is home to many endangered Florida wildlife species. The properties immediately south of the forest consist of a rural community with large acreage lots. One of the alternative routs would go through this rural community.

The BCC will also decide whether or not to approve the execution of a Roadway and Infrastructure Agreement between Universal City Development Partners and Orange County to fund a portion of the Kirkman Road extension.

In this meeting, the BCC will adjourn and reconvene as the Orange County International Drive Community Redevelopment Agency (I-Drive CRA). For those who are not aware, the BCC is the governing board for the I-Drive CRA. We will decide on whether or not to modify the I-Drive CRA Resolution to add the Kirkman Extension and Tradeshow Boulevard from the transportation improvement list, and remove the Florida Turnpike to Central Florida Parkway and/or Beach Line from the transportation improvement list. Although an earlier draft of the Resolution included a clause to extend the current CRA from 2028 to 2040, that portion of the resolution will be removed, and will not be voted on in this session.
