I am honored to serve the people of Orange County District 5. From College Park to Christmas, our office is here to represent your interests. We are working tirelessly to meet with as many constituents and community groups as possible in order to learn about your concerns and priorities first-hand. We encourage you to stay informed and voice your opinions as we move forward to improve the quality of life in our district.

Human Resources Recruitment and Retention Update

On March 5, our county Human Resources department presented updates on their recruitment and retention efforts to the Board of County Commissioners. The support and efficiency of our county staff are crucial in providing timely assistance to my District 5 constituents. Addressing the ongoing challenge of high turnover rates and recruitment is a priority for me. When I initially joined the county, it took six months to hire my staff. Thanks to HR’s assistance, I’ve streamlined this process to just two weeks. However, retention remains an ongoing concern. To gain insights, I conducted a thorough review of HR records for all county employees who left their positions between January 1, 2017, and February 29, 2024, and documented their reasons for termination. My analysis revealed that 34.78% of these departures were due to areas where the county can make significant improvements. HR has assured me that they are collaborating with managers to address the feedback gathered during exit interviews and make improvements in those areas.

Creating a Film Incentive Program

I am excited to share that we are making significant progress in advancing the creation of a film incentive program for Orange County. This program holds the potential for substantial economic benefits, including job creation across various sectors and increased revenue from bed taxes and tourism. I have collaborated with key stakeholders such as the Orlando Economic Partnership (OEP), Film Florida, and the County Economic Development team. Our meetings with local film schools like UCF and Valencia College have garnered strong support and potential benefits for their programs and students. An important step in this process is the upcoming presentation to the Board of County Commissioners on May 7th, marking a formal move toward potentially implementing the incentive program. However, funding remains a primary challenge that we are actively addressing. I have explored various options, including utilizing general funds or tapping into Tourist Development Tax (TDT) revenues, similar to practices in other successful Florida counties. Additionally, I recently held a public Sunshine meeting with my colleagues on the board to discuss our progress, garner support, and identify funding priorities for this significant economic and cultural opportunity.

Wedgefield Action Alliance and an Update on Pluris Wedgefield Project with Orange County Utilities

On March 12, my team and I participated in the Wedgefield food truck event. The event aimed at engaging directly with Wedgefield residents who are facing challenges related to water quality, service, and high rates under Pluris Wedgefield, LLC. It provided a valuable opportunity for residents to connect directly with my office and stay informed about the ongoing efforts to improve water quality, service, and rates under the Orange County Utilities Wedgefield project. During the event, a dedicated group of residents distributed informative flyers to the community, shedding light on the water and wastewater issues and the ongoing resolution efforts. As part of the community outreach initiative, this engagement will continue over the next few weeks. Phase III of the project involved a comprehensive assessment and appraisals of Pluris Wedgefield, LLC’s existing water and wastewater systems to better understand the system’s condition and value. As a result of these efforts, Orange County Utilities is expected to provide an update to the board on June 4, 2024, regarding the progress and next steps in addressing these critical issues.

After a constituent experienced damage to their sprinkler system during maintenance work by Lumen (Apex), our office stepped in to assist. We contacted Orange County 311 to submit a damage claim, leading Orange County Utilities to create a work order for irrigation repair. Following up on the progress, we were informed that the work order was completed, with Orange County Utilities repairing and testing the zone in front of their house. The issue has been successfully resolved, and we’re glad to have been able to help ensure the repairs were completed.

We value community input! Our team recently joined a community meeting where we listened to feedback from around 100 residents who expressed concerns about a proposed development. After careful consideration, Orange County staff is recommending denial of the rezoning request for various reasons. The case is currently postponed, but we anticipate it will be heard at the P&Z board soon. Stay tuned for updates!

  • Wedgefield community rallies support for possible county takeover of Pluris Water: “Channel 9 spoke to Commissioner Emily Bonilla on Tuesday, who said she wants residents to make an educated and informed decision on a possible purchase. While current Pluris customers would need to bear the costs of a county takeover, she does believe the switch would save residents money. “In the long term, it’s going to be huge savings for the residents,” said Bonilla. “This is my way of trying to educate the residents so that they have all the information they need.” Bonilla’s team passed out fliers and water at Tuesday’s event held at the Wedgefield Golf Club. According to Bonilla, if county commissioners agree to move forward with a purchase, the county comptroller would need to send out official ballots to current Pluris customers, asking them to vote for or against a purchase. “This really is up to the residents, this is their community, and they’ll be paying for it,” said Bonilla, “It’s in their hands.””
  • Wedgefield homeowners voice concerns about water quality: “Orange County Commissioner Emily Bonilla came to update and educate residents on the history, timelines and possible costs for the county to take over the facility. “How much would it cost?” WESH 2’s Gail Paschall-Brown asked. “We’re just kind of estimating the high end $30 million for everything, think about like buying a house. You have the cost of the house plus all the fees, the mortgage, the interest, and all that added to it,” Orange County Commissioner Emily Bonilla explained.”
  • Water Concerns in Wedgefield: “In Orange County, one County Commissioner is hoping to talk to people in the Wedgefield community about a project to improve water quality in the area…Commissioner Emily Bonilla was at the Wedgefield Golf Club right now to get feedback from residents.”
  • Wedgefield, Orange County: “The company has asked state regulators for another double-digit increase the next month. Now, at this event today, you can see Emily Bonilla, the Commissioner’s office, handing out these water bottles with information about this whole situation, and this table over here is packed with residents who are now signing up for chances to canvass their community and rally support.”
  • Pluris-Wedgefield Potential County Takeover: “In the short term, it seems like a lot, but in the long term, it’s going to be huge savings for the residents. County Commissioner Emily Bonilla represents Pluris customers. She says before anything moves forward two-thirds of residents will need to support a purchase.”
  • Commissioner Emily Bonilla on Pluris: “The water conversion project is now hoping to head to Phase 4. It will allow Orange County Utilities to negotiate with Pluris on a buyout, something district 5 Commissioner Emily Bonilla is working on. “The next step if the Board decides to move forward, will be going out to the community from the Comptroller’s office with official ballots to see if the residents want to purchase the facility.”

  • Sustainable Science Showcase At Orange County, Florida, In April: “Just received a message from Orange County District 5 Commissioner Emily Bonilla’s Office, for Sustainable Science Showcase – $800 Scholarship Reward!, from Calderon-Walker, Alycia…Commissioner Emily Bonilla’s office, in partnership with Duke Energy, is excited to host the Sustainable Science Showcase on April 21, 2024, at the Orlando Science Center.”
  • Sustainable Science Showcase accepting submissions: “The science showcase, which is focused on environmental sustainability, has the theme “Sustainable Solutions for Greener Tomorrow.” According to the press release, it is “a chance for students to unleash their creativity and passion for a better world.” The science fair will be held at the Orlando Science Center on April 21. Commissioner Emily Bonilla and Duke Energy will host the event. The student whose project is selected to win first place will receive a scholarship of $800. Those chosen for second and third place will additionally win a scholarship of $500 and $200, respectively.”
